Because....English doesn't make sense. 😂 We use "at" when there is no mutual communication. For example, "He yelled at her". He is not actually trying to talk to her. He's just angry and wants to disrespect her.

Nice sentence! Actually, the sentence is a run on sentence (a mistake). There can't be a comma between "turtle" and "seems". There needs to be some other punctuation mark. You could write it this way: She brought a turtle. It seemed to be friendly to them, but it didn't like us!
