@@xam3771 Every state has their own laws about when kids can start driving. The most common age for a learner's permit is 15. That is the first of three steps. In Texas where they are, you have to be 15 to get a learner's permit, 16 to get an intermediate license, and 18 to get a regular license. Francesca is 16. People who are not in the US will probably be surprised by how much of everyday life is ruled by state and local laws, not federal laws. It comes from the Tenth Amendment, which was ratified in 1791, and says "the powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people." There are so many things like driving that states control that were not possible when the Constitution was written. Most criminal justice, including murder, is done by states.
