I think some of you are misunderstanding “no prep” and having the arsenal. Toji even without preparing to fight mahito can understand in a short period of time how someone’s technique works. Besides that he has a arsenal full of special cursed tools, including the soul split katana. If he’s faster and stronger than mahito (wich in my opinion he is), with the katana he can end mahito in short period of time.

No prep time should be Toji without knowing the opponent first and coming up with a plan, not completely removing his weapons. One of the reasons why Toji is strong is that he is a prodigy at using weapons and just how powerful they are. Saying that a "no prep time character" have their weapons removed doesn't make much sense, like saying Maki can't use her weapons and needs to fight with her fists.
