Use the default value, it will amplify your sound as far as possible without distortion.
Create the folder "custom" if it doesn't exist.
Make sure the project rate is 44100 (bottom left)

An important thing to note is that the sample rate MUST also be 44100 HZ. In this case, that means to make sure that the actual project in audacity is set to 44100 HZ, in the bottom left corner.

How to make, edit and install a custom hitsound. Open Audacity, find your source file. Select the bit you want, amplify, make sure it sounds ok. Export, save it as hitsound.wav go to tf2 directory, go into C:/Program Files (x86)/Steam/SteamApps/Common/Team fortress 2/tf/custom. make a folder call it whatever you want to call it, make another folder call it sound, make ANOTHER one and call that ui. Put the hitsound.wav in the ui folder and you are done. gg.

FINALLY. After several searches, and a whole page of how to INSTALL a hitsound, I have found a useful tutorial on how to make them. Seriously, we don't need 30 articles and 55 videos on the same level of information that could be stored in a tweet. I wasn't tired of 6 minute videos on the simple stuff. I was tired of 10 minute videos on even less than that.
