I'd suggest starting with the basic heart bag (without ruffle steps) first, just to practice curved stitching. You can always add ruffles once you're comfortable with the basics!

Curves are a bit hard to sew as a beginner, and so are ruffles. I'd recommend practicing sewing curves on old fabric before you start this with your nice fabric. Also you can buy ruffled trim.
