Marksman and falconer builds are both using it now after the changes to smokes.

My build explosive ballista falconer uses it, its probably that price because the build becomes exponentially stronger with -5 mana on 1 ring and -3 on another (you need a total of -8) so you can use the better legendary setup for it rather than a mid unique that is only used for the -3 mana on a weapon.
