if you then coatit with clear gesso it gives it a tooth like pastelmat paper. more tooth more layers.

But you'll still have that rough texture which makes it difficult to paint with pastels.

I think the rough tooth is an advantage as it will take more pastel color.

I've tried it and it was just too rough for me. Very hard to blend it. I saw one artist who would use watercolor paper but would sand off the top texture using 80 grit I think it was. His last name was Gomez. He does beautiful pastel work. I'm going to try that. I've also tried painting on cotton canvas but that, too, had way too much texture for me.@@MalcolmDewey

I got some Canson Pastel paper at an estate sale. Can I use it for Watercolor or Gouache?

Watercolour paper has a type of gelatin later referred to as sizing. It's what slows the sinking of the watercolours into the paper. I've heard that you can also sand the sizing off watercolour paper to make it great for pastel also, but I haven't tried this yet myself

I'm sure the paint needs to be Matt paint with no gloss for the pastels to adhere to it?

Sure - I would only use watercolor washes to tone the paper.
