Rationality faults usually come back with a key cycle. Sounds like the fuel rail pressure sensor was reading something insanely high, so the PCM put the vehicle in limp mode, limited RPM/throttle input to avoid damaging the engine or fuel system. ​I don't know how his specific vehicle works but that's what Chrysler products do at least. @rvogts1997

On the wheel thing, there is actually footage of something wheel like spinning that was actually a point of international tension. Vertassium did a video on it a while back. It's called "The bizarre behavior of rotating bodies". To more accurately answer gavin's question though, yes if you're referring to the selection wheels you're talking about. The friction between the arrow and what connects it to the wheel would eventually stop it. A just regular wheel though if left untouched would rotate forever. The whole 'an object in motion stays in motion' law. The selector wheel, even without gravity, would still experience friction.
