Research! All their products tells you exactly what percentage should be used in a formula. Break up your ingredients to 3 different phases. Water, oil, and cool down phase. All water soluble ingredients will go with the water, oil soluble with oil and any preservatives and active ingredients that are sensitive to heat will be added once the formula has cooled down to a certain temperature. If you don't know if it's heat sensitive or at what temperature to add it, once again... Research!

Lipstick typically don't contain water but both ascorbic acid and arbutin are water-soluble. You'd have to use an oil-soluble vitamin C.
