Heir I think the grudge settlers will not be decreased in cost until the next age of reckoning ie 7 turns. The buffs or debuffs (depending on how many grudges you settle) are applied on the next age of reckoning. The current debuffs are from the previous age of reckoning

Unsure if you've done it already, but there are some devastating banner runes you can apply to artillery pieces that give them things like added explosions and homing!
