​ Palestinian refugees were created by Israel. That's why the UN resolved unanimously on the "right of return" clause (Article 11 of Resolution 194, Dec 1948, which was supported by US, Uk, France). This clause was a pre-condition of Israel’s admission to the UN. Israel accepted the clause unconditionally in 1949 and so got admitted. The UN General Assembly has since reaffirmed Resolution 194 every year since 1949. Other UN resolutions have also reaffirmed the Palestinian refugees' right of return, including General Assembly Resolution 169 in 1980.
