it is not a meem but the nafs (breath) of the Ha. In tajweed you learn that certain huroof (arabic letters) have a certain length in their breath. Wallahu A'laa Wa A'lam

it's not meant to be, in Maliki fiqh it's not allowed to modulate the pitch of the athaan or to exaggerate in it. So it becomes very monotonal
