I do agree with the comment, that the man really was only trying to draw the attention to the man that held his hand up to the horse. The strange chap was actually trying in his own rather misguided way to stop the man in the blue shirt touching the horse by drawing attention to the new sign. Unfortunately, hitting the sign with his plate was not the way to do it. Personally, I was more annoyed by the big guy ignoring the new sign and touching the horse, than the man who sadly has mental health issues. If that man had left the horse alone and not touched it, the situation would never had arisen in the first place.

no the signs are not working, period. what is happening if you will all notice is that the tourists are now more than ever crowding up against the horse smothering him on all sides so that when the horse moves it's head he touches them . therefore they are not touching the horse and are not at fault but the horse is the one at fault now for touching the tourist so they then can put their hands and finger up touching the horse. this guard was smart in not allowing the horse to be exposed to the street but stay in the box. it pisses the tourists off who want a picture. tourists should be far away from the horses, the only solution
