I call bull on the plastic in the car.. For the steering wheel I'd use painters tape and packing tape to seal it. News paper? That would last like a week and then it'd be falling apart. And the garbage bags were extremely cheap.. He'd have to go through a few dozen a week vs buying a slightly more expensive reinforced bags that'd be able to withstand the wear and tear. Plus keeping a hot tub is probably the most expensive item in the house especially if he's changing the water out every few days.

Correct. You would need to run a microwave for 13 hours a day every day of the month for it to cost $40 a month in electricity. That's the sad thing about these cheapskates, they are so bad about calculating costs. Using the jacuzzi to heat his food is orders of magnitude more expensive than what it would have cost by just using a microwave due to the evaporative heat losses while the cover is removed from the spa.

I’d have to say, the food probably will be safe as it’s in a sealed container from the water, but you have to reheat food to at least 165 degrees Fahrenheit to kill all bacteria, which the jacuzzi is beyond lower than that.
