Theat would be the "shooter" who (according to the story from the authorities) never fired a shot. So what the alleged (anonymous) witness saw was a person (without a gun) running to & getting in his car after the Secret Service had (according to the authorities) fired shots. If shots are being fired from a golf course in the direction of public roads, I'd imagine that anyone on foot in that vicinity would run to their car and try to get out of the area as quickly as possible.
