Not that simple is Australia. The man was paying with 5 cent pieces. In Australia you are within your rights, and this is backed up by the relevant section of the Australian Currency Act, to refuse payment over $5. For $1 and $2 coins that limit is a bit higher

Its a passive aggressive form of playback which cannot get you in any legal trouble and you dont hurt people with it. So its a funny and not destructieve way to show you dont agree with whatever youre charged with. So maybe exept from this case or a few outliers you will generally hear in cases like this that people will have to count and thats just funny nothing more nothing less

At the local bank here we have a coin counting machine. What you deposit in it goes into your account. There is no staff at the desk. (There is none now). You just pour whatever you have into it. Then you withdraw what you need at the ATM next to it. If you need to pay fines or whatnot and need to file a complaint you need to contact the authorities in question. It sucks, but it's the times we live in. Or rather, I live in. Bureaucracy 101.
