The idea was to audit the police budgets and redirect funds and cut back on unnecessary militarized precinct upgrades. Police haven't been defunded, they were embarrassed at a movement against them that went WORLD WIDE. To retaliate they've severely cut back they're efforts to address crime in order to create an atmosphere where they're wanted and needed.
