The rapid spread of the COVID-19 pandemic has challenged contemporary ‘ways of knowing’, formulating policies, endorsing clinical protocols, managing cases, and assuring financial resourcing. It didn’t only challenge health systems but also the systems that are designed to ‘work across the whole of government’ and ‘serve the whole of society’. Historically, lower- and middle-income countries (LMIC) received resources from resource-rich countries to manage epidemics/shocks. To prevent future pandemics/shocks, health systems should be empowered to lead the process of formulating policies, programmes and actions.
