No, no he shouldn't. The speed and tech of the current game would force any Puff to go for rests like Hbox in order to stay relevant. Mang0 hates the gimmicky rest setups, instead loving to do reads, sick combos etc. and only rest gimping when absolutely necessary. That said, he's happy to just give people the three piece bair to kill 'em. My point is that right now, old Mang0 Puff would be ruined by a lot of the current players

I easily say that Mang0 is much of the reason why I decided to play Melee, to enter tourneys, to host two tourneys of my own, and why I went to Pound 4. He is by far the best Melee player to ever play the game (if you can count the number of losses you get in two years on one hand, you are doing it right.)
