Manually Installing WordPress on IIS using MySQL & PHP (No Web Platform Installer)

Having previously installed WordPress on IIS, I was eager to resume self-hosting my website. However, all recent tutorials relied on Microsoft's Web Platform Installer, which was discontinued on December 31, 2022, rendering them obsolete.
To help others facing the same challenge, I took matters into my own hands and manually configured MySQL, PHP, and IIS on my server, documenting the entire process for easy reference.

NOTE: Latest version of PHP has different ext module names - php_mysqli and php_pdo_mysql. Also, PHP requires it to be installed in C:\PHP [did not find extensions when PHP was in another location, even though PATH was correctly set].
