I think Hawaii is the only island nation in Polynesia that would qualify as a civilization. No other country would qualify including New Zealand Maori. I remember a professor speaking on the matter. Mentioned that Hawaii should be recognized as one of the few ancient civilizations in history right next to Egypt, Mesopotamia, Greece and either Maya or Inca or both (I forgot). He explained there was a criteria a nation have to meet to be considered an ancient civilization and that was a minimum population of a 100,000 people congregated within the same city or village, law and order, religion, agriculture and cultivation as oppose to hunter gathering tribes. Hawaii met all the criteria's. The city of Honaunau (a city of refuge) was over 100,000 so was Kealakekua bay and its surrounding villages and possibly many other villages and cities in the Hawaiian islands. Hawaii had a religion and laws the Kapu system. The commoners was subject to paying taxes at least once a year in food and resources, they paid taxes during the makahiki season, the hawaiian new year which celebrated the harvest season and the god Lono the god of agriculture. Thousands of acres of agricultural and aquaculture spaces for cultivation, fish farms, an irrigation system and livestock consisting of chickens, pigs and dogs. The only thing Hawaii did not have was a writing system. Not only doesn't the maori meet many of the criteria's, there entire population since the beginning of european contact was estimated to be around 100,000... that alone would disqualify maori. Hawaii's population in the ancient time was estimated to be around 1 million. Hawaii had schools called halau where they would teach students all about hawaiian culture students would learn about religion, history, music, tattoo, canoe building, carving, hula, weaving and much more.
