Stunned units should not be able to dodge. Stunned, frozen, stasised, etc should reduce their dodge stat to 0.

I think there should be a mechanic to promote lower rank soldiers in later part of the game. They are not gonna survive and will be a liabilities in normal missions. Easier fix would be to have soldier promotion from covert action mission reward, however only lower rank soldiers can do it. Say SGT and below so as to not abuse it to promote high ranks.

I think Marbs has something like that in his modlist. There are GTS upgrades that let you train characters a couple of extra ranks, IIRC.
