Fun fact the reason Luigi was such a problem is because he's the "rival character" for King Boo. I don't remember which video I saw it in but depending on which character you play as other characters will play significantly better Like if you're playing as Mario, Bowser will play better and vice versa

More specifically, this is a combination of both Rainbow Coaster and Rainbow Downhill from Arcade GP 2, and they're the special cup versions, which to unlock you need to fully beat all the normal and special cups. This is probably why not as many people recognize the track

@JayMoji: Nintendo officially did a Ctgp move well sort of, since they added new DLC 6waves with the tour track, and they mix all the version of each of the tour track, like for example Tokyo one they put Tokyo 1 as lap 1, Tokyo 2 as lap 2 ,and Tokyo 3 as finial lap, and they did the same for other tour race except for Paris, so each wave got 2 cups, and only Wave 4, Wave 5, and wave 6 added new character with it. During Wave 3 they added a new mode call customize item, that you can chose which item to turn off, however you can only used it offline in Vs races, and you can also used it online only available online in tournament that you make, or someone that made a tournament with that mode, and also online with friend list. So because of that new mode, lightning no longer turn off glider, and they change the invisiblity frame, more accelaration less invisiblity frame. Low accelaration very high invisibilty frame.
