The single green shell is 5% because it's a booby prize. It was probably going to be 3 green shells originally, but they swapped that to the standard 20% to make it more fun. So now, you get tons of green shells to throw everywhere.

MKW is the most unfortunate mostly because the shock and blue shell do absolutely nothing except open give one point for the person it’s hit mostly the blue shell the shock however does nothing at all makes it useless but do make for chaotic fun though
