The police had a lot of intelligence on Mark Duggan and the Tottenham Man Dem gang. Duggan had no history of resisting or assaulting Police officers. In fact the only offences he had on his record were cannabis possession and the sale of stolen goods. They knew he had a family and children. Some girl less likely to attract attention would be used. The officer who killed Mark was clearly on edge during the operation. He didn't give Mark an opportunity to surrender. He was more or less shot on sight. Just like Harry Stanley, Azelle Rodney and Jermaine Baker. I understand that there will be a heightened sense of danger and anxiety during an armed stop. But it cannot be the case that as soon as a guy is suspected of being armed, he can be shot in anticipation of what he might do. Even during the Irish troubles, where people were carrying automatic weapons and bombs. Armed police and army patrols were not regularly killing people during armed stops. The rules of engagement are there to protect all involved. The police, the suspect and the general public.

A normal response to armed police pointing firearms at you would be to put your hands straight up above your head, and not make any sudden movements towards the well armed police officer.
