The Marrakech Medina is a huge residential neighberhood with no car access. I don't like the mopeds wizzing around either, but I won't go there as a tourist and ask the locals to walk several kilometers everyday to go to school or work or the supermarket for my personal convenience. They live there, and I'm a visitor.

Because street cats are useful, they keep pests away. Those cats are what saved Morocco from the plague several times. So Moroccans formed a bonde with street cats that continued even after they stopped being so useful, we feed them and build houses for nursing mothers, etc. Street dogs on the other hand are not very useful, they can form very aggressive packs and rabid dogs are much more dangerous than rabid cats. Hunting dogs on the other hand, are prized and considered noble animals.
