Alberto didn't know anything. He was the only person there for Sofia. Oz didn't know Carmine was going to do that to her. In the previous episode he was like I didn't regret telling her father but I didnt know he was going to send you to Arkham. As for getting DNA when the cops are on Falcones payroll. Remember in the movie Kenzie that cop Batman beat up was just the cop that arrested Sofia and said she murdered all the girls.

I suggest you guys read “The Riddler: Year One” before rewatching the The Batman if you plan on doing so. A lof of Carmine's and Gotham's corruption is explained/hinted to. I think the Court of Owls MIGHT be the next focus for The Batman.
