Pred was never arrested. The officers involved were demoted. What Pred wants is a civil lawsuit against the PD. There is nothing criminal here in NP. What Angel is saying that Dark doesnt have to demean others just because he would have done the work differently.

Dark's argument is if just because it isnt criminal, that doesnt mean that they shouldn't investigate it. They are oversight. If someone claims that people they are watching over is doing something malicious and out of line, maybe they should check on it even if it isnt criminal. Same as corruption. It isnt criminal yet needs to be investigated. This was his argument yet once he brings it up, they always sidestep it completely when they realized their fault, and drop their entire "nothing wrong" argument and bring up "no time to investigate" shtick.
