Lots of retcons so it not going to match the old comic. The old comic White Martian are a different species or evolutionary off shoot of Martian that even look not only look completely different but act differently as well. Noted for being very violent and malevolence as well as to try to take over the universe. They actually have more similarity to the yellow 'Buring Martain' that was the various Martains original species. This version and maybe the new 52 or Rebirth version (haven't read the entire stuff) it that they just have different skin color and nothing else, so they can have it mirror human racial and ethic problem.

The color thing is actually immaterial, it's just a tool to argue about the deeper sociopolitical issues. You blame all of society's problems on a vulnerable ethnic group, so you can feasibly attempt to eradicate them and pretend all your problems are gone without having to change anything about your society. Change is uncomfortable, and people tend to not want to better themselves or the world; they just want problems to disappear without having to think or live any differently than they always have. No one actually cares about color, it's what meaning people assign to that color that's the problem.

M’Megan is a white Martian which is considered the lowest of caste in Mars society here. He calls even calls her a freak and tries to block off any perceived idea that Emery would deny the connection. He’s definitely a racist. The whole, red Martian, green Martian white Martian hierarchy, which is supreme or inferior debacle is brought up by an Apocalypse agent as truly trivial and fundamentally pointless.

In the Justice League animated series, MM was voiced by Carl Lumbly, a black man. Given how many writers nowadays will have grown up with that portrayal, it's reasonable to assume they'd want to keep to the spirit of the character they grew up with - which in this case means having him be the martian equivelant of black.

So he’s a character basically anyone can portray regardless of race.
