The only thing I can think of with the fire tornado is that he is trapping the wind guy in the tornado and then using his own air to feed his flames, thus consuming the oxygen that is there and using it to make his flames bigger. With the earth guy he heated his body in such force that he turned him to clay.

I thought the jelly bean thing was that Nicholas Cage wanted Johnny Blaze as guy who would stay away from anything sinful and any mortal vices like drinking, drugs etc.. and substituted them with things like jelly beans, cartoons very innocent vices. :)
