This series version of hulk must have been professor hulk (Bruce's mind in the hulks body) given his regular speech pattern and control

It is. It's the same spite from the arcade game "Marvel Super Heroes" which came out in 1995 and in the comics of that time, This was the current version of the Hulk. We really didn't call him "Professor Hulk" back then, he was more commonly referred to as the "The Merged Hulk" as all 3, Savage, Grey and Banner were fused into one.

Why did they get this guy to play Hulk. He's not angry just mildly peeved. He wasn't even the voice of hulk in the animated series like Wolverine. This just sounds hilarious.
