So right now, Shang Chi is now the Mandarin?? . Maybe Wen Wu never unlocked the 10 rings' full potential? Does it have the powers same as the comics or we have to collect more variation of rings?? Shang-Chi is not the Mandarin even with the rings. The Mandarin title has already been heavily associated with how Wenwu looked like in ancient China.

Xialing is technically the new Mandarin (I say technically because that isn't an official title to begin with) because she's the new leader of the Ten Rings organization. The title has nothing to do with the rings, it was just his position as the boss of the organization.
