I feel like there's many reasons why this post end game MCU has been kind of dwindling, but one reason I consider relevant is the fact that they spent so much building so many characters that got solidified by their actors' performance, and even appearance in some cases (for example, RDJ looking very similar to actual comic Tony Stark), that they neglected the side characters that were meant to become main characters later on, as they were put in the successors role. Falcon was always kinda cool sometimes when he appeared, but they didn't give him enough during the whole infinity saga to ensure audiences felt like he was a fitting successor to Chris Evans' Captain America. That said, I hope this movie changes that

That's Isaiah Bradley who tries to assassinate General Ross. One of the few to survive Project Rebirth (when they tried to recreate the super soldier serum in WWII). He hardly got any screen time in Falcon / Winter Soldier. It's cool to see him in a movie, but I was hoping they would give him a tv series or movie retelling his story.
