I feel like Mr. Herbert is confused as to what a `Plea Agreement` is. That is a very normal part of our legal system. They heap on charges, and what sticks is in the Plea Agreement. Most Plea Agreements have nothing to do with any kind of cooperation. While you are in jail, or are out on bond, your lawyer negotiates with the city's lawyer, the resolution that they come to is the Plea Agreement. This could involve "grassing someone up", but doesn't have to. Every case I've ever had ended with a Plea Agreement, because I know the laws, and if I don't I look them up. The only time a case wouldn't end in a Plea Agreement is if you got caught red-handed, and have no case to deny any of the charges.
