It doesn't really matter. Even if you don't add any salt into the water, you can still fix the taste while mashing the potatoes. I always add it though, since the potatoes absorb it while cooking. Some people also claim that adding salt helps to cook the potatoes more evenly, but I can't really confirm nor deny this.

Really depends on how much you wanna eat... but definitely about 150-200g or 6-7 ounces or so. That should be roughly one BIG potato.
