As much as I wish Samara was a more traditional romance option I always appreciated their restraint when it came to the character's motivations and purpose. Shepard and Samara are similar in their devotion and sense of duty, which made for a bittersweet but realistic interpersonal relationship. They probably could've been one hell of a power couple, but they both had a job to do.

True, although the purely emotional romance you can have with her _is_ pretty powerful, for how little content there actually is of it. From the stiff but wavered abstention she shows in ME2 when you make your feelings known and she reluctantly rebuffs, to that single passionate kiss in the Citadel expansion. They could've sold her character out for needless fan service, but what little bit of her other side we see in those encounters, it's so much more meaningful. ...Betraying her for her daughter in my most recent playthrough actually _hurt,_ which proved a novel experience.

@@joshuagross3151 I never could bring myself to choose to defend her daughter, even in renegade runs. I think I did it once because I wanted to see how good the dominate mind ability was in new game+, but other than that...
