Dude, Shoigu has done a HUGE job in getting rid of corruption. Do you have any idea how much damage was caused during USAs economic war against Russia in the 90s? And his change in position basically removed a lot of his OTHER responsibilities. He was literally moved away from top civillian control of military, to responsible for improving the military industry, which includes tearing down corruption. Which he already had as part of his previous job, but once the conflict started, he clearly did not have enough time for that part of the job. His former job was literally split between him and Belousev. And he has a superb record for hunting down corruption. Which is exactly why western propaganda pretends he is corrupt, because they absolutely hate that Russia keeps putting competent and honest people at the top.

The Ukrainian attack on this oblast, substantially changed their idea, and having joined Putin's ideal, it was now too late to protect this oblast, to the point that before the anti-terrorist troops took up position, the Ukrainians had achieved considerable conquests.
