What is the stuff they paint on the head gasket, I've seen them do it on several times.

I am not sure, but it looks like copper paste.

It's Permatex "Indian Head" gasket shellac. It's not necessary to use this on the fire ring of a head gasket, but it doesn't hurt anything. It's more suitable as a thread and paper gasket sealant.
