So helpful- just learned this concept in class today and I was super confused. Is the second voting system even valid? the total weight is 25 so the lowest the quota could be is 12.5. 11 is below that.

I'm confused on the first example identifying a dummy player [18:8,8,8,2] players 2 , 3 , and 4 can pair up to meet quota therefor player 1 is not needed right making it a dummy I'm just confused ?
