Yes, that's very pertinent issue raised by you. I mean there are thousands if not tens of thousands of fellow countrymen who are incomparably (a) better informed, (b) more competent & (c) also more committed - fellow Indians with different expertise & from different fields & Departments whose life literally revolves around developing asap an indigenous jet engine, rather a series of advanced jet engines that'll will end our nation's woes due to the lack having even one. And yet, even a layman like me is justifiably perplexed re: (a) why India does not have any advanced testbeds _(already functional for many years, actually)_ ?! and (b) why simultaneously there has been no focus on developing an industrial infrastructure _(be it a public or/and private or/and in private-public partnership)_ for developing, manufacturing and selling other jet engines - for vast variety of both commercial & military aeroplanes as well? I mean can not India, taken a leaf out of Brazil - Embraer was born way back in 1969 and just look where it is now!

If you look at other countries except from USA and china every other country working on single fighter aircraft at the moment .They first make one, mature it, sell it then focus on another project. But in India they work on multiple projects at once. I think this is a huge problem which isn't acknowledge yet

V were only serious in our efforts during the past 8 yrs . Add together maybe another 8-10 yrs during the Narasimha Rao era and the Vajpayee era and it’s actually incredible how far v have managed to come in engine technology even though in overall terms v r far behind . Bad planning, poor fund allocation , bureaucratic delays, ignoring high quality science talent in the country like profs and students from IITs and IIScs and recruiting sub standard scientific and engineering Human Resources at GTRE and Defence PSUs…,…considering all this what v have managed to achieve is spectacular. Things will only get better going forward.

Up grading Kaveri is a joke. An engine needs a long time to achieve the required performance. The Kaveri engine does not meet the required thrust. Let's accept this and use the engine for UAV's.
