The guy that Terry is fighting is Lao, who first appeared in Fatal Fury: First Contact for the Neo Geo Pocket Color in 1999.

Partially correct! Lao originally appeared in the intro for Real Bout Fatal Fury 2: the Newcomers back in '98. But yeah, he's also in Mark of the Wolves as part of B. Jenet's crew and has some background appears in a few KOF's.

I can kinda see how some people think it’s Reuben at the end, but the “OK” sounds more like Michael Allan Schneider (Terry’s CotW VA). Plus it makes more sense to keep the casting consistent with City of the Wolves, which is what SF6 is helping promote.

Obscure fun fact: The guy Terry was fighting was cosplaying as Lao, the big guy Xiang Fei and Rick beat up in the opening of Real Bout Fatal Fury 2. Terry also beats him up in the opening of Garou. Lao himself is a member of B. Jenet's pirate crew. He's a playable character in the NGPC game Fatal Fury: First Contact.

If we go by the original birth dates of the original roster of Street Fighter II and then go by the original AoF/FF timeline (which are connected story wise, as Fatal Fury followed chronologically after the events of Art of Fighting storyline) compared to the original Street Fighter timeline, he is. It's Ryo Sakazaki, Robert Garcia and Yuri Sakazaki, and by proxy, Geese Howard, who are older than the FF cast for reasons explained above.

Well, SF6 will be Mai's 3rd guest appearance after DoA5 and DoA6, and Geese was a guest in Tekken 7. I think that makes Terry and Mai tied actually. Pretty good for a franchise that hasn't been around since 1998, although they lived on in King of Fighters.
