It's not a complete deal until the entertainment 'Live' district deal between team and city is done. Just can't build a sports stadium in today's marketplace without some form of additional nearby entertainment options. Look at baseball's Cubs and Braves, football's Patriots and Packers. That would help increase Jaguars' local revenue and city's footprint to fill salary cap and encourage the approval of additional events like NFL's draft and Pro Bowl.

It’s literally right next to the stadium. You just renovated your kitchen, but you have a decrepit bathroom. You need to renovate both and bring the entire home value up.

It is open air on sides. The main feature of the stadium is the translucent cover. It reduces temperatures by about 15 degrees and prevents direct sunlight. No sunburns
