He's advertised as a JSA member, the card says he's a Justice League Detroit member, and just to add to the confusion the artwork actually shows a completely different character! That is actually Citizen Steel who is related to Commander Steel but showed up later.

There were three heroes to have the Steel moniker. The figure appears to be Citizen Steel, (the 3rd Version) but the bio is for Steel (second version who was in JLA Detroit), but the box says Commander Steel, who was the original. Never change Mcfarlane 😂
