When people throw fireballs, it's not in particular because they want it to hit and do damage to the opponent, although preferable, the idea about having a solid fireball game is to make people TRY to punish your fireballs. If you make them start worrying alot about fireballs, suddenly a whole new bunch of options arrive on your own part, such as not having them look out for walk forwards, punishing their unsafe jumps with anti airs etc.

It has everything to do with it, particularly Daigo's elimination. Cabbage used a character which, used skillfully, is perfect for checking hadouken spam, and Daigo has gotten so lazy with how he plays Ryu that he couldn't adapt at all. Just watch the match. It's plain as day.
