She is dead, it's part of her entire character. If memory serves she doesn't typically talk due to being born deaf and having the typical "deaf accent" and it is quicker and easier for her to communicate 95% through sign via her interpreter

Some deaf people prefer not to talk particularly if they were born deaf. Also not all deaf people are able to learn how to talk.
