I was just going asking this same question, but I think it is Alex Consani. Because if you search her name her on KZbin, you will find amongst other videos, a couple videos with similar titles. Both of these videos - one by the *_models_* KZbin channel and another by a channel called *_WhoWhatWear_* - are about Alex's rise to fame. And, notably in both videos, Alex's eyebrows are exactly as they are in this earlier video.
