If it is seen thru the lens of a bureaucratic executive, I'm sure they wouldn't want the liability if the cat misbehaves and attacks someone. Plus it's unsanitary to keep a pet around the merchandise due to some customers being allergic to cats, not to mention the litter box issues and if one day the cat uses something else instead.
