Judaism has an enormous amount that needs to be "set up" for Jews beyond just having a rabbi: a synagogue to meet and pray in, Torah scrolls, Kosher food, Hebrew books of every imaginable type, accoutrements of worship (prayer books, shawls, tefillin, etc.), just to name a few. It is enormously difficult to do this in a place without an existing Jewish infrastructure -- everything must be brought in from elsewhere. And your point is what?
