The yellow sleeves are for pre-owned games! White sleeves are for new games :P We keep them in yellow sleeves inside our counters to hold the disks so we can put cases on the floor for display!

GameStop put the preowned disks in those yellow sleeves to file them away in the drawers, while the empty box goes out on the floor as a display. When the games get taken out of the system and ultimately thrown away, the employees are most likely taking the display cases off the floor, stuffing the disks back in them as is, and then tossing them. Those clear round stickers that seal the boxes are stickers they use to reseal display cases they're going to sell or to reseal extra display cases they don't need out on the floor anymore.
