In the japanese version of the game megaman tried to kill Dr Wily but then Wily manage to reason with him, causing megaman to question himself for his actions. In the credits cutscene you can see megaman's face, like he is reflecting for what he almost did to Wily, because the entire purpose of megaman is to be a hero, not a killer

IIRC, X has technology way too advanced for 20XX. Dr. Light sealed him to both test his morality and to ensure that potentially dangerous power is not unleashed too early. If anything, I can imagine a timeline where X has to fight this Mega Man, who practically underwent the same road as Sigma (or to be more accurate, the path seen in Maverick Hunter X/MMX PSP).

The closest so far is Copy X, who began using the term "Maverick" very loosely decades after the real X vanished.

The problem is the pauses to talk and showcase characters, The stop for the leaf joke, and the break in the action to go to the teleport hub. Megaman also just calmly fighting, no rage, just being brutally efficient. No one is running scared, no chaos, just executions. It fails to ramp up as well, as it keeps stopping and resetting. It lacks that just primal rage of him being a unstoppable and feared force.

What we _might_ have here though is a Zeroth Law situation where Mega Man has superseded the Three Laws with "A Robot may not harm humanity, or through inaction, allow humanity to come under harm," ie humankind at large. And since Dr. Wily will inevitably harm humankind at large if left unchecked, well...here we are.
